Tuition/Residency/National Guard; revises provisions re determinations of residency for tuition purposes to classify members of active Florida National Guard as residents for tuition purposes; provides additional authority of Board of Regents & State Board of Community Colleges re implementation of statewide computer-assisted student advising system; provides for expenditure of specified proceeds. Amends 240.1201,.2099.
