Cancer Research & Treatment Act; authorizes Fla. Cancer Council to award grants; requires Governor & Cabinet approval for capital construction projects; requires executed contracts for council grants; requires council to work with Tourism, Trade, & Economic Development Office to determine economic benefits of grants; requires OPPAGA to review progress of council & report to Legislature; provides for subsequent reviews & reports, etc. Amends Ch. 381. APPROPRIATION: $250,000,000.
