Regional Transportation Authorities; revises definition of "transit system" for purposes of South Fla. Regional Transportation Authority Act; revises powers & duties of that authority; provides for issuance, reissuance, & redemption of revenue bonds by authority; revises funding sources of authority; removes certain county contributions to authority; revises vehicle registration tax levied by authority, etc. Amends 343.52,.54,.55,.58, 120.52, 163.3180.
