Voting Systems; provides additional criteria governing approval of certain voting systems by Dept. of State; requires that system produce paper record meeting specified criteria; provides for preservation of & access to such record; provides for use of such record in recount of certain elections; prohibits system that contains or uses software or source code that is not disclosed to dept., etc. Amends 101.5606.
