Traffic Offenses; Requires court to impose certain penalties for person who commits noncriminal traffic infraction that results in death or serious bodily injury; provides for rights of victim of crash that causes death or serious bodily injury to be informed of & to be heard at judicial hearings; requires state attorney to consult victim about disposition of any such case.
