State Employees; Provides that certain employees may be disciplined only for just cause; authorizes progressive discipline under certain circumstances; revises provisions relating to rules & procedures for transfer, layoff, & discipline of employees in career service; revises requirements relating to implementation of layoffs & revises application of existing provisions prescribing layoff procedures, etc.
