Substance Abuse and Mental Health Services; Establishes priority populations of persons who are eligible for services funded by DCFS; deletes provision that authorizes department to establish pilot project to serve certain persons who qualify to receive substance abuse or mental health services in specified district; provides that it is unlawful for unlicensed agency to act as substance abuse service provider; revises requirements for license application, etc.
