Public School Funding; Provides for school district flexibility in 2009-2010 fiscal year to expend specific funds for operating expenses; requires adoption of resolution & approval of amendment to school district's operating budget; requires district school board to report to DOE amount of transferred funds & operating expense for which funds were expended; requires reporting to Governor & Legislature, etc.
