Florida Keys Area [EPSC]; Authorizes the issuance of bonds to be used to finance the cost of constructing sewage facilities in the Florida Keys Area. Revises legislative intent relating to the designation of the Florida Keys as an area of critical state concern. Revises compliance requirements for reviewing comprehensive plan amendments. Provides additional requirements for onsite sewage treatment and disposal systems in Monroe County, etc.
