Sovereignty of the State [SPSC]; Provides legislative findings that certain actions by the federal government threaten the sovereignty of the state under the United States Constitution and the fiscal security of the state. Provides that the state is not bound by certain federal laws requiring the state to spend funds. Provides exceptions. Defines the term "insignificant fiscal impact." Requires the Attorney General to enforce certain rights of the state.
