Developmental Disabilities Savings Program [SPSC]; Creates the Services for Children with Developmental Disabilities Task Force. Requires the task force to develop recommendations and a plan for the creation of, and enrollment in, the Developmental Disabilities Savings Program. Creates the Developmental Disabilities Savings Program. Provides requirements that must be met prior to implementation of the program. Provides for construction, etc.
