FCAT/Student Populations of Haitian Descent [SPSC]; Recognizes the continuing, devastating, and far-reaching effects of the January 12, 2010, earthquake in Haiti. Provides that scores resulting from the administration of the FCAT during the 2009-2010 school year may not be considered for purposes of promotion, retention, or graduation in certain schools having a student population of at least 40 percent who are of Haitian descent, etc.
