Transitional Services for Youth; Defines term "transition to adulthood"; provides legislative intent concerning transition to adulthood services for youth in custody of DJJ; provides for eligibility for services from both departments for youth served by DJJ who are legally in custody of DCFS; provides that adjudication of delinquency does not, by itself, disqualify youth in foster care from certain services from DCFS, etc.
