Economic Incentives for Energy Initiatives; Revises legislative intent relating to state's energy policy; deletes provisions for renewable portfolio standard & renewable energy credits; provides mechanism for providers to recover costs to produce or purchase specified amounts of renewable energy through environmental cost-recovery clause under certain conditions; establishes Agriculture & Clean Energy Economic Development Pilot Project, etc.
