Human Services; Allows national accreditation of human service providers to substitute for certain agency licensure & monitoring requirements; requires single lead agency to be responsible for monitoring human services delivery for designated populations; requires lead agency to develop monitoring protocols, develop plan for coordinating monitoring activities, adopt rules, provide list of required documents, & develop forms by certain date, etc.
