Charter Schools; Designates act as "Charter School Taxpayer Protection Act"; provides for creation of Florida Charter School Association; provides for appointment of board of directors of association; provides for powers & duties of board of directors; provides powers & duties of association; provides for levying of assessment against each member charter school; requires association to submit plan of operation; requires member charter schools to comply with plan of operation; provides for prevention of charter school failures; authorizes DOE to complete examination of association; provides immunity to certain persons & entities for actions taken in performance of enumerated powers & duties.
