State Group Insurance Program; Authorizing an employee to use a specified portion of the state’s contribution to purchase additional program benefits and supplemental benefits under certain circumstances; requiring the Department of Management Services to develop a plan for implementation of the benefit levels; providing that the department shall determine and recommend premiums for enrollees for the 2018 plan year, etc. APPROPRIATION: $658,762
