Vehicle Registration; Deleting a requirement that a vehicle having an apportioned registration be issued an annual license plate and a certain cab card for each apportioned jurisdiction in which the vehicle is authorized to operate; requiring, beginning on a specified date, a vehicle registered in accordance with the International Registration Plan to be issued a license plate for a specified period, an annual cab card denoting the declared gross vehicle weight, and an annual validation sticker showing the month and year of expiration, etc.
