GENERAL BILL by Torres

Release of Adoption Information; Revising circumstances under which certain adoption records may be released without a court order; deleting a provision relating to court-appointed intermediaries or licensed child-placing agencies that contact certain birth parents or adult adoptees; authorizing the Department of Health to break the seal of specified birth records upon the request of the person whose birth is the subject of such records, subject to certain conditions, etc.
