Preventing Contaminants from Discharging into Wastewater Facilities and Waters of the State; Establishes PFAS & 1,4-dioxane pretreatment initiative within DEP for specified purpose; provides requirements for wastewater facilities with industrial pretreatment programs; provides discharge limits & surface water quality standards for industrial users; provides that such limits & standards are effective when DEP adopts rules & such rules are ratified by Legislature; requires permitting limits & ongoing sampling, reporting, & compliance standards.
