Health Care; revises membership of State Comprehensive Health Information System Advisory Council; revises requirement for submission of health care data; revises powers & duties of AHCA to include patient charge & performance outcome reporting; requires disclosure to nonemergency patients, upon request, of good-faith estimate of anticipated charges; revises guidelines on use of sheltered nursing home beds by specified persons, etc. Amends FS.
