Water Resources; requires development of comprehensive statewide water conservation program for public water supply; authorizes public water supply utilities to propose goal-based water conservation plans or programs with measurable goals; provides for public workshop on development of regional water supply plans that include consideration of population projections; expands requirements of 5-year water resource development work program, etc. Amends FS.
