Temporary Cash Assistance/Emergency; requires DCFS, to extent permitted by federal law, to expedite application procedures for persons who reside in area damaged by major disaster & who apply for said assistance; authorizes Governor to employ such measures & give such directions to certain specified agencies as are necessary for purpose of addressing needs for immediate cash, shelter, or food assistance for children, families, & elderly & disabled during emergency, etc. Amends FS.
