Pari-mutuel Permitholders; revises certain requirements for licensing & permits for thoroughbred racing permitholders; revises timeframe for application of certain requirements; deletes requirement that thoroughbred permitholders operate full number of authorized days; provides for validity of certain permits notwithstanding action by Pari-mutuel Wagering Division. Amends 550.5251.
