State Procurement/Contractual Svc. [SPCC]; provides that specified services re mental health, substance abuse, child welfare, & juvenile justice are not subject to Fla. Efficient Government Act; provides agency & contract requirements re outsourcing of human services re mental health & substance abuse, child welfare, & juvenile justice by DJJ, DOC, DCFS, & AHCA. Amends 287.0571; creates 287.0575.
