Service Warranties [EPCC]; provides for civil remedies if service warranty association engages in unfair claim-settlement practices or fails to maintain procedures for handling complaints; provides for certain civil actions to be brought in county where claimant resides; provides that unfair practices concerning settlement of claims & handling of complaints constitute unfair method of competition or unfair or deceptive act or practice, etc. Amends 634.433,.436.
