Administrative Procedures [RPCC]; cites act as "Open Government Act"; redefines term "invalid exercise of delegated legislative authority"; revises guidelines for construction of statutory language granting rulemaking authority; provides additional procedures for rule adoption hearings; revises for specified period limit for unencumbered balance in Records Management Trust Fund at beginning of each fiscal year for fees collected pursuant to chapter 120, etc. Amends FS. APPROPRIATION: $345,000.
