HIV/AIDS [SPCC]; requires DOH, in conjunction with DOC & DJJ, to develop plan to address HIV prevention, testing, & treatment of certain persons in custody of DOC or DJJ; requires OPPAGA to complete study & propose recommendations concerning distribution of federal HIV/AIDS funding & barriers to obtaining drugs & other medical services for HIV-infected individuals & persons living with AIDS in areas having highest rates of HIV infection in state, etc.
