Discretionary Surtax on Documents [RPCC]; Extends future repeal date of provisions authorizing counties to levy discretionary surtax on documents; limits percentage of surtax revenues that may be used for administrative costs; specifies minimum amount of surtax revenues to be used for housing for low-income & moderate-income families; requires affirmative vote of local government governing body to rehabilitate governmentally owned housing, etc.
