Coral Reef Protection; Creates "Florida Coral Reef Protection Act"; requires responsible parties to notify DEP when vessel impacts coral reef; provides requirements for removal of vessels; authorizes DEP to recover specified damages from responsible party, to use specified methodology in calculating damages, to assess civil penalties, & to enter into delegation agreements with other state agencies or coastal counties, etc.
