Senior Services; Authorizes each county to create by ordinance independent special district to provide funding for services for seniors; requires elector approval to annually levy ad valorem taxes; requires district to comply with statutory requirements related to levying & fixing millage & filing financial or compliance reports; provides for dissolution of district; creates district governing council; specifies council powers & functions, etc.
