Public Printing; Revises criteria for advertising placed in private publications of public information materials under agency agreements with private vendors; provides that agency's approval of advertising may not be unreasonably withheld; provides requirements with respect to renewal of agreements by agency; specifies conditions under which agency is relieved of its obligation to renew an agreement.
