GENERAL BILL by Diaz

Paternity; Provides purposes of provisions relating to paternity; adds & revises definitions; provides for service of notice of petition for dependency or termination of parental rights; specifies requirements for such notice; specifies conditions under which unmarried biological father may not contest petition for dependency or termination of parental rights, unless court orders otherwise; eliminates defense of lack of notice for such fathers who are not identified after specified inquiry, etc.
