Sovereign Immunity; Providing sovereign immunity to emergency health care providers acting pursuant to obligations imposed by specified statutes; providing an exception; providing that emergency health care providers are agents of the state and requiring them to indemnify the state up to the specified liability limits; providing for sanctions against emergency health care providers who fail to comply with indemnification obligations; providing definitions; providing applicability, etc.

Effective Date: upon becoming a law, and apply to any cause of action accruing on or after that date
