Department of Highway Safety and Motor Vehicles; Revises various provisions within jurisdiction of DHSMV relating to emergency vehicle lights, operation of commercial motor vehicles, registration of & issuance of various license plates for certain vehicles, information to be presented to law enforcement officials, specialty license plates, reimbursement of tuition for certain training, driver license/identification card requirements, & disposition of various fees; provides penalties for certain violations; deletes obsolete provisions.
