Termination of the Working Capital Trust Fund within the Department of Highway Safety and Motor Vehicles; Terminates Working Capital Trust Fund within DHSMV; provides for transfer of balances in & revenues of trust fund; requires that DHSMV pay outstanding debts & obligations of trust fund; requires CFO close out & remove terminated fund from state accounting systems; repeals provisions that saved trust fund from termination.
