Renewable Energy; Authorizes certain entities to install, maintain, & operate renewable energy source devices & to sell electricity generated from device; authorizes utilities to recover full cost of providing services to energy-producing business or customers; exempts from regulation sale of electricity produced by such devices; authorizes utilities to recover certain costs; authorizes customers to challenge such cost recovery.
