Direct-Support Organizations [LPCC]; Creates "Sergeant First Class Paul R. Smith Memorial Act"; authorizes DVA to establish direct-support organization to assist department; provides definitions; provides purposes, objectives, & duties of DSO; provides for board of directors & membership requirements for board members; requires DSO to operate under contract with department; delineates contract & other governance requirements; provides guidelines for use of funds, etc.
