Transportation; Provides funding source for allocations to South Florida Regional Transportation Authority under specified provisions; provides that funds dedicated by county governments may be used for certain purposes; provides for allocation of funds from State Transportation Trust Fund to the authority; provides for cessation of allocation under certain circumstances.
