Taxation; Recreates annual intangible personal property tax at specified rate; provides for application of specified collection, administration, & enforcement provisions to taxation of specified leaseholds; authorizes DOR to adopt emergency implementing rules; prohibits specified deductibles for specified water's edge group members for corporate income tax purposes, etc. APPROPRIATION: Indeterminate.
