The bill revises a requirement that electronic signatures on odometer disclosures by insurance companies related to salvage certificates of title or certificates of destruction for motor vehicles meet specific authentication standards. Instead of meeting the digital identity standards under the National Institute of Standards and Technology’s Digital Identity Guidelines, the bill requires insurance companies implement secure control processes and procedures for electronic signatures acceptable to the Department of Highway Safety and Motor Vehicles.

 

If approved by the Governor, or allowed to become law without the Governor's signature, these provisions take effect on July 1, 2026.
