To provide college schoalrships to economically disadvantaged at-risk students. STARS (Scholarship Tuition of At-Risk Students) has a 96% success rate. The $10 million state funds will be matched with $10 million from 45 organizations to purchase 3,500 scholarships. Students agree to stay drug-and-crime free to earn their scholarship. More than 12,500 scholarships have been purchased through the Foundation, with the help of state funds totalling more than $22 million and private matching dollars. Project STARS serves as a national model for reducing the dropout rate and for perparing students for college.

Measurable Outcome Anticipated:

Providing approximately 3,500 scholarships a year to economically disadvantaged at-risk students will positively change the lives of these students.Targeted students have a 60% chance of dropping out of high school by the 10th grade before STARS enters their lives, yet the program recipients have a 96% college graduation rate.
