As per chapter, program is regional, will produce measurable results, and demonstrates community support. There si a statewide interest in transitioning inmates into the community and providing continued monitoring and treatment for these former inmates to assist them in not abusing or using drugs again. Staying drug free should reduce recidivism for the state prison systems and help to protect the lives and property of citizens in the surrounding communities.
