mental health and substance abuse services to minority adult population who suffer from mental illness and substance abuse problems.� The targeted population is adults who work or are otherwise productive because their treatment keeps their psychiatric illness under control.� Psychiatric medication management, counseling and other therapies will be provided to enable them to remain in the community
