North Fork New River-Surface Water Restoration Project

Requester: Roger Desjarlais, County Administrator Organization: Broward County Department of Planning and Environmental Protection

Project Title: North Fork New River-Surface Water Restoration Project Date Submitted 1/14/2003 3:30:48 PM

Sponsors: Dawson

Statewide Interest:
The North Fork New River Surface Water Restoration Project fulfills a state public purpose by improving public health through enhanced water quality. The Florida Department of Environmental Protection and the South Florida Water Management District support restoration of Florida's water bodies and water resources to enhance public health. In addition, the Governor and Florida Legislature have determined that cleaning up the State's water bodies is a high statewide priority.

Project Description:
The proposed project consists of two important activities. Dredging and Bacteriological Genetic Testing. Both represent appropriate next steps in the longstanding North Fork New River Environmental Restoration Program. This program is designed to protect public health and safety through : 1) the improvement of water flow and quantity, and 2) the enhancement of vegetation and wildfire habitats. The project's location is Central Broward County, from the confluence of the North and South Fork, west of SW 9 Avenue extended, Fort Lauderdale, and the S-33 salinity structure at Sunrise Blvd., east of Hwy. 441. The dredging portion of the proposal ($500,000 requested) continues the work of the ongoing restoration program by enabling additional areas of the river to be addressed. Two sites would be involved (previously identified by the program as Sites 2 and 3.) Site two extends between Sistrunk Blvd. and Martin Luther King Jr. Ave. and Site 3 covers the area between Martin Luther King Jr. Ave. and the water control structure S33 near the Swap Shop. The proposed work in Site 2 would compliment the currently funded "spot dredging" of sediments at the storm water outfalls by providing for dredging throughout the site. The work in Site 3 would involve both sediment and debris removal. Though planned for some time, and currently the subject of the County's pending Florida Department of Environmental Protection (FDEP) permit modification approval, recent bid prices have indicated that existing allocations are insufficient to cover the cost of these efforts. The testing portion of the proposal ($50,000 requested) addresses a key public health issue that has been raised repeatedly by water quality professionals and North Fork area residents alike. The North Fork New River has chronic bacteria problems that could be harmful to those enjoying the recreational benefits of the waterway. Despite numerous studies, monitoring and investigations, the exact cause of the problem remains unknown. Determining the cause would enable appropriate remedial actions to take place and thus would be a perfect complementary activity to the removal of problematic sediment material through dredging.
