Project Description: |
This project consists of purchasing a .52 acre parcel of property adjacent to the 11th Street drainage system, a major tributary to Lynn Haven Bayou. It is envisioned that the property located on Tennessee Avenue near 11th Street will provide off-line storm water quality treatment, wetland planting, and passive recreational opportunities within an existing, well established area of the "old town" section of the City. Available vacant, undeveloped parcels are scarce in the "old town" section, thus the property in question can provide opportunities to meet the needs of the NPDES/Storm Water Program. Additionally, the property abutts the USAF railroad right-of-way that runs from the U.S. Department of Defense fuel depot through Lynn Haven to Panama City. Efforts are presently underway to cleanup the depot and have it declared surplus property. Florida State University hopes to receive the property for use as an oceanographic research center. The railroad right-of-way which traverses the area will, it is hoped, become intregal to the Rails-to-Trails program at some time in the future. Thus, the property proposed for purchase under the mitigation approach will allow for multi-purpose development, storm water treatment and recreation. |

Measurable Outcome Anticipated: |
The property proposed for mitigation can offer storm water quality treatment under the NPDES program, recreational opportunities in a section of the City without these amenities, and a direct connection to the potential Rails-to-Trails corridor which will serve the entire City. The property and its proposed uses will be included and discussed in the City of Lynn Haven's NPDES/Storm Water Plan submittal in March 2003. |
