Project Description:
AAHHFC's LEAP Program will expand its effort to assists public school districts,Digital Divide programs and underprivileged communtiy centers throughout Florida. The program partners corporations, charities and education entities together to create a low cost-high quality technology offering what most education facilities want and need. The LEAP program is designed to be a benevolent technology hardware clearinghouse to assist schools and charities. It delivers "Tier 1" name brand technology at pricing far below other acquisition alternatives and donated equipment to first time users. The results achieved are procurement empowerment and/or expense avoidance. Our organization will provide the facilitation and know-how to grow this joint public-private program between a 501 (c)(3) charity & the FLDOE (Ruben Lopez-Chief Technology Officer).

Measurable Outcome Anticipated:
Assuming recurring appropriations of $150,000 annually will occur for a 5-year period through FY 2007-2008, the LEAP Program will expand operations to deliver between 140,000 to 180,000 total computers between 2003 and 2012 (ten years). The net benefit provided to education facilities in Florida shall exceed $25,000,000. The total state LEAP program operation expense shall be $750,000. State expenses shall represent a declining percentage of the program's total annual expense until it becomes 100% self-suppotive in F/Y 2008-2009. The state's economic commitment to support operational expenses shall be less than 15% of the total program operational cost for the Florida effort. The F/Y 1998-1999 appropriation of $100,000 enabled school districts and publicly suppoted charities in Florida to receive an estimated $1,200,000 in value above the then current acquisition expenses for alternative purchases.
