The model, once implemented will: (a) Predict appropriate flood control measures thereby reducing insurance claims associated with flooding damage, and protect the public from flood hazards, (b) Help predict groundwater supply for drinking water once freshwater losses to tide are estimated, (c) Predict appropriate quality restoration targets for parameters of interest, and therefore reduce the severity of the values for water quality indicators. Those achieved restoration targets will then help maintain pristine conditions in water bodies of Miami-Dade County.

Project Description:
This project is an essential element in the development of the integrated area wide land use and water management plan for the north-central Miami-Dade County watershed required in the County's adopted Comprehensive Development Master Plan (CDMP). The development of this land use and water management plan is a critical part in ongoing Federal and State ecosystem restoration efforts in that it will define the future or proposed land uses in north-central Miami-Dade County. The project goal, once Phase II is implemented, encompasses several purpose, including: Hydrologic and Hydraulic Modeling for Existing and Future Landuse Conditions without Control Measures, Pollutant Loading Estimates for Existing and Future Landuse Conditions, Identification and Ranking of Problems Areas for the C-6 Basin, Control Measures Evaluation for the C-6 Basin, Hydrologic and Hydraulic Modeling for Future Conditions with Control Measures, and Pollutant Loading Estimates for Future Conditions with Control Measure. Once those water quality and hydrologic and hydraulic models are implemented. A procedure developed which has been applied to rank and at the same time prioritize problem areas in terms of both water quality issues and flood control will be carried out. This prioritizing and ranking will lead to implementation of control measures such as Best Management Practices (BMPs) proposals. BMPs are structural controls, which consist mainly in retrofitting of existing stormwater structures in place, or construction of portion of storm sewer systems in those affected areas for the purpose of attaining better water quality values and at the same time, improving flood indicators values.

Measurable Outcome Anticipated:
Completion of this project should allow staff to estimate or predict the pollutant loading potential of sub-areas of the C-6 basin to generate loads into surface water bodies, to include the C-6 canal (Miami Canal), in terms of land uses and the appropriate pollutant generation capacity of those landuses (EMCs), which discharge to the Miami River and ultimately to Biscayne Bay. The pollutant loads are based on fourteen pollutants of interest such as BOD, COD, TSS, TDS, TKN, NOx-N, TN, NH3-N, Total phosphorus, Orthophosphate, Cd, Cu, Pb, and Zn.
