Statewide Interest:
1. Provide adequate regional wastewater disposal capacity for three utility systems. 2.Improve water quality in Santa Rosa Sound, a designated Outstanding Florida Water. 3. Limit the introduction of man-induced nutrients into Florida waters. 4. Eliminate the potential for recurring conflicts and costly enforcement actions for FDEP in southern Santa Rosa County. 5. Improve the position of the state, region and county in protecting and expanding area military bases in the upcoming round of the Base Realignment and Closure (BRAC) process by increaseing the infrastructure needed to support additional military missions at local bases.

Project Description:
The Santa Rosa Regional Reclaimed Water Disposal System will consist of a series of rapid rate infiltration basins (RIBS) constructed over a 200 + acre area. The RIBs will range from 1 to 3 acres in size. The total capacity for the system will be 7.0 million gallons per day (mgd). The RIBs will be located on the Eglin Reservation north of Holley Navarre, Florida, and west of State Road 87. The approximate center of the proposed site is located at longitude 86W 55' 20", latitude 30N 29' 14". The proposed project also includes the reclaimed water conveyance systems from the Navarre Beach Reclaimed Water Facility and the conveyance systesms required to service the Holley Navarre and South Santa Rosa Utilities Reclaimed Water Facilities. The Navarre Beach Reclaimed Water Facility and the conveyance systems required to service the Holley Navarre and South Santa Rosa Utilities Reclaimed Water Facilities. The Navarre Beach Facility is located are longitude 86W 52' 46", latitude 30N 22' 53". The proposed connection to the system for the Holley Navarre and South Santa Rosa Facilities is to be some distance from those respective facilities at the most cost-effective connection point, yet to be determined. See information provided under a separate cover letter (with the base line plan) for a site locator map and more project detail. Santa Rosa County is requesting $8,989,000 for this project, even thought the total project cost is just over $22 million. This portion represents the amount of money necessary to place infrastructure on Navarre Beach, under Santa Rosa Sound, and into and on Eglin and will create a functioning system that removes all effluent disposal from navarre Beach. The remainder of the project costs include the infrastructure necessary to include Holley navarre Water and Santa Rosa Utilities, thus creating a regiional water reclamation facility. Santa Rosa County anticipates that these two utilities will be a significant portion of those costs, and is pursuing $3 milliion in federal funding through the Veterans Administration. Housing and Urban Development, and Independent Agencies Appropriations Bill to supplement their portions. However, these funding sources are not formally secured at this time, so they have not been noted as match in the application. It is important to note, however, that if these other funding sources are not secured, teh money received throught this application will be sufficient to construct a functioning water reclamation facility for Navarre Beach, which will eliminate discharging the effluent produced by Navarre Beach Utilities into Santa Rosa Sound.

Measurable Outcome Anticipated:
Completion of the Ssnta Rosa County Regional Water Proect will provide an additional benefit to the State. A large component of the growth to which this project is responding is military. As the upcoming BRAC proceeds it will be very beneficial to the State of Florida to ensure that adeuate infrastructure is in place to service existing military populations but the growth in the military population that may result fromt he realignment of other bases to Eglin and N.A.S. Pensacola. Part of the BRAC process as I understand it is that the capacity of local infrastructure to support additional missions from other bases will be considered. Therefore, it is imperative for the State of Florida to act in a proactive sense to ensure this is a positive for this area.
