The Butler Chain of Lakes drainage basin totally surrounds the small Town of Windermere. The 29.2 square mile recreation area comprises a total of 19 hydraulically connected major lakes. These lakes boast the designation of Outstanding Water by the State of Florida.

Project Description:
In 1998, Orange County Environmental Protection Department, in conjunction with the South Florida Water Management District conducted a study of the Butler Chain of Lake system. The main objective was to characterize water quality conditions and identify potential management options to protect the area's natural resources. The study identified four areas within the Town of Windermere that contribute to the deterioration of the water quality, which consequently is a result of the Town not having a stormwater treatment system. Runoff from the public streets and private properties discharge as un-concentrated flow into the four lakes surrounding Windermere. It has been determined that it is feasible to use portions of the existing public parks and open areas to locate small wetland filtration systems at the stormwater outfalls and to develop upland buffer zones and littoral zones to control runoff pollution. These areas can also be used as demonstration/education sites for proper management of stormwater. Non-structural measures such as the use of integrated pest management practices and the installation of educational signs to promote use of native plants and proper yard maintenance are feasible runoff management strategies. The Town completed one of the wetland filtration systems in Johnson Park on Lake Bessie in 2002. The total amount of money expended by the town for this phase of improvements was $16,500. An additional $8,000 was received through a grant funded by the Florida Lake Management Society. In-kind services by volunteers and donations received totaled $35,000. The cost to construct wetland filtration systems and education sites for proper management of stormwater in those remaining areas within the Town identified by the Orange County Study is $500,000. Since the preservation of water quality of these lakes is paramount to the survival of the property within the Town and to the Butler Chain of Lakes, we are committed to stopping and treating stormwater run-off before it pollutes the lakes.
